The SUM does not have direct planning competences but it was recently involved in the adoption and use of a new planning tool for environmental perequation: the Landschaftskonto.
Though related to this scale is a tool that has been recently introduced with great involvement also by SUM: the Landschaftskonto. This is a planning tool for environmental compensation, based on the German instrument of the Ökokonto, and uses a system where municipalities can collect points according to environmentally sustainable projects they carry out (creating a park for example) that can then be exchanged also with other municipalities to compensate projects with a higher environmental impact (such as a housing project).
After a conversation with DI Andreas Hacker on 16.01.2013 it appears that the current status of the Landschaftkonto is the following:
- In how many projects has the Landschaftkonto been used in?
Currently in 2 projects:
One in connection with the expansion of the highway A4, the authorities here currently running process (or may already be completed), a second in connection with the expansion of the airport Vienna Schwechat. Here we are just going to check the "eligibility" of the alternative measures. In another project in conjunction with a commercial housing in Vienna has not been able to organize appropriate compensation areas. The biggest project that the objectives of the account is the same landscape, urban forests are Schwechat. Here, for example, according to my information. already replacement surfaces for the gas pipeline Nabucco reserved. - What type of projects where they? Which were the most important ones?
- Which actors (institutional and not institutional) are being involved when using it?
Investors (airport, ASFINAG, housing developers ..), planning agencies as "broker" (need to organize surfaces), Government / Municipalities, district administrative authority (in reforestation ..)
- Now that it has been used, do you see any "problems" or things that could be improved?
The towns are also Vienna, largely overwhelmed when it comes to nominate suitable areas. The idea of a suitable land Grundstücksdatenbankmit is sensible, currently impracticable. Therefore, it is currently running a very pragmatic: Planning Bureau reports (on behalf of an investor) at SUM, are desires known, SUM contacted appropriate communities / organizations (...).
- Has the Landschaftkonto been used in the bio-corridor area along the Austrian and Slovak border?
The project implementation, which I described earlier, are located on the grounds of the Alpine Carpathian Corridor. There is a good cooperation with the AKK project management and a classic win-win situation.
-There are various proposals coming from the BAUM project related to this bio-corridor, how much was SUM involved in them?
It is planned to take in the BAUM project operation modes from the SUM. This is another reason I'm collaborating with BAUM. Currently all plans are not fully developed but it is foreseeable that there will be a development program in collaboration with the Austrian municipalities.
